The Hi Tor Animal Care Center is Rockland County’s only animal shelter, but is at risk of shutting down due to its lack of county funding and its poor facility conditions. Several members of the public teamed up with Hi-Tor to form a plan to save the shelter.
Don Franchino revealed the fundraising plan that he’s spearheading, which is fundraise to build a new facility three times the size of the previous one. Hi-Tor Animal Care Center, Inc., is a privately incorporated 501(c)3, non-profit organization dedicated to the care and control of Rockland County Animals.
