Connecticut is seeking to extradite Mulligan. He and his passenger, a Congers resident, also face misdemeanor charges of possession of a controlled substance, allegedly heroin and prescription pills, and possession of a hypodermic needle.

Mulligan was arraigned in Clarkstown Justice Court and sent to the Rockland County Jail without bail.  He was scheduled to appear in court yesterday. The passenger was released on an appearance ticket and is due back in court on August 26.
