FEMA aid helps residents who cannot recoup damage costs through insurance, but a registree can only receive funds to repair their primary residence.

The Westchester numbers—which do not account for population density—dwarf those of some nearby counties. As of Jan. 21, Rockland had 3,183 registrations, and Putnam 347.
