Check out this Patch Article for the line up this week. It's the battle of the Chris's. Today's District 9 candidates are Chris Carey and Chris Martone. District 9 encompasses all of Bardonia, parts of Nanuet and New City, and small slivers of Pomona and West Nyack.

1. What community do you live in?
Martone: Clarkstown- New City
Carey: I live in Bardonia.
2. How long have you lived there?
Martone: I have lived in New City since Age 3 only leaving area during Law School
Carey: I have lived in Bardonia 45 out of my 49 years. My wife Maureen and I bought my parents house in 1992 and have been raising our daughters there ever since.

Martone: 31

Martone: Wife Kristen, Daughter Natalie 4, Son Matthew 2
Carey: I married my college sweetheart Maureen in 1987. We met at Manhattan College where my oldest daughter Tara is a freshman. My youngest daughter Anna is a junior at Clarkstown South High School.
5. What is your education background?
Martone: St Augustine's Elementary Class 1994 Don Bosco Prep- 1998, Pace University(Bachelor of Business Administration- Business Economics) 2002, Roger Williams Law School- Juris Doctor 2006
Carey: I have a Bachelor of Engineering degree in Mechanical Engineering from Manhattan College. I have a Master of Science degree in Telecom & Computing Management from Polytechnic University (now NYU Poly). I have a Master of Business Administration degree in Finance from Long Island University.
6. Why do you think you are qualified for this position?
Martone: The County Government is broken, we are in a major financial crisis and we need a problem solver. As an attorney who specializes in Bankruptcy and Foreclosure defense I have tremendous experience dealing with peoples financial crisis. The last 6 years I have been in the private sector with many clients financial problems. I have been able to make there quality of life better. I will do the same for the Residents of Rockland County. Rockland County taxpayers are facing a $86 million dollar deficit. There is a need for smarter ways to save taxpayer's monies, eliminate waste, and cuts costs. I am the candidate that is a problem solver.
Carey: I am a community minded business leader with twenty-seven years of business and management experience. As a manager, I am familiar with managing large budgets over many years, finding better and more efficient ways to do business. Further, I have extensive involvement in the community with various not- for-profits in leadership roles. This includes Board of Director positions with Camp Venture, the Rockland County Municipal Planning Federation and the Clarkstown Family Resource Center. Finally, I have almost three years of experience as a member of the Clarkstown Planning Board and of the Special Board for the Comprehensive Plan in Clarkstown. I understand how to work with business and juggle community interests.
7. Why are you running for this elected office?
Martone: I am running for elected office because I have a vested interest in the community. We are a young family with a child starting Bardonia Elementary next year. I want to continue to reside in this community and raise my family but we need to fix the County Government which is broken. As an attorney I advocate for my clients. In the legislature I plan to advocate for my constituents. We need more people who have a great work ethic and we need problem solvers in the legislature that can be heard. I am also concerned about the "major disconnect" between the residents and the legislature. I am focused on getting constituents involved in offering quarterly meetings possibly weekend meetings. Tell me your issues and I'll make sure you're heard in the legislature.
Carey: Rockland County’s financial crisis is a business problem. You need a business leader to fix a business problem. I have extensive business leadership experience in private, not-for-profit and civic organizations that will enable me to make an immediate impact in the Legislature. With the retirement of Gerry Bierker after 12 years of service, the voters in Legislative District #9 have an important decision in November. You have two candidates vying for that open seat. The voters need to look closely at both candidates’ resumes and decide who is best qualified to represent them in the Legislature. I am confident that my extensive business leadership and community service clearly set me apart from my opponent. It is time for leadership – not politics.
8. What are the three issues that most concern you?
Martone:
1. Balancing the County Budget which currently has $86 million dollar deficit.
2. County Executive and County Legislature are not properly working together we can't resolve anything till everybody is on the same page and agenda.
3. Disconnect between the County Government and Residents of Rockland County
Carey:
1. The $82M budget deficit.
2. The dysfunction between the Executive and Legislative branches of the county Government which helped to create the budget crisis
3. The short and long term solution for the County Hospital
9. Explain your proposed approach to managing these issues
Martone: Advocating at County Level the Issues and Concerns for the People of District #9; Bridging the Gap between residents and Legislature through Quarterly Constituent meetings; Making county government more transparent; Decrease the county budget deficit by eliminating wasteful spending and increasing revenue streams; Developing an efficient working relationship between the County Legislature and the County Executive
Stimulating Budget advocacy, which is another aspect of advocacy that ensures proactive engagement of Civil Society Organizations with the government budget to make the government more accountable to the people and promote transparency. Budget advocacy also enables citizens and social action groups to compel the government to be more alert to the needs and aspirations of people in general and the deprived sections of the community.Carey: The budget process is flawed with faulty assumptions and the blame game. The Executive and Legislature must work together with real numbers and take a multi-year approach to our problems. Therefore, I will not support a budget that is not based on valid current projections for income (sales tax, mortgage recording taxes, fees and state government support) and expenses. If elected, I will insist that we enter into a multi-year budget planning process and insist on accurate projections based upon real market conditions—it is time to stop passing the buck and work collectively to put our economic house in order.
It was recently acknowledged that the County Hospital is losing approximately $1M a month. There needs to be a 3rd party audit of the Hospital’s budget to determine what the problem is. Once that is determined the county needs to move aggressively to stabilize the daily operations of this facility.
For the long term, we need to again bring in outside expertise to develop a business plan to see if the proposed Private Benefit Corporation (PBC) will result in something positive for the County. PBCs have failed in other counties in NY State and my feeling is that is not the correct long term answer.

Martone: Never held elected office
Carey: This is the first time I am running for elected office.

I spoke with Mr. Martone and he hasn't offered to distance himself from Cornell and the rest....plus he would not answer about funding Planned Parenthood. It is a simple yes or no question.

I would like to state that Mr. Martone is one of the most hardworking, energetic, charismatic personalities that I have met in a while. We need someone with his energy and drive to help resolve our County's budget crisis. He has fully attacked his campaign 110%. He even walked in the freezing rain last night and left quite an impression with our family. Our vote is with Martone as many others in our community!

One of the big issues where both of them live is the attempt to put a QuickChek into the Bardonia neighborhood. They both seem like capable people but I think both are being too cautious. Carey said at the Bardonia Civic Association meeting that he will recuse himself from the Planning Board when this matter comes up though he does not think it is good for the community. Martone said he is pro business but also has a child in Bardonia Elementary and he is trusting in a compromise settlement. Seems to me its neither a matter of recusing oneself or of having a compromise. The question is whether it is illegal or not to sell gasoline at a site which I understand is zoned to have only small shops. Why can't these candidates say that both of them will work to uphold the law as it applies to that site and will actively work against any attempt to change the zoning or to give variances to get around the law? I live close to the site and my home price will go down if Gromack and his friend Bergstol are permitted to do their own thing!

I would like to say Christopher Martone has all the experience and background to run and handle this office based on his business experience from every day work. He is an attorney that knows how to manage budgets being a small businessman and he knows how to enact laws and he understands laws as he is an attorney. Christopher Carey keeps saying he has business experience but as a Verizon repairman, even one in management, he does not have the business experience that it takes to handle budgets and make business decisions as Verizon makes all those decisions for him. The question to ask it what is Christopher Carey's business background that he can help manage a budget and a large business?

So true Jamie. Another ploy to use to mislead the voters. Plus misrepresenting your background to mistle people into believing you have business experience as a Verizon repairman does not mean anything. He specifically hides what he does and just says that he is a businessman. Let him respond to that.

In response to some of the previous comments, I find it sad that some seem to imply that being a Verizon repairman makes a person less capable than others.
That being said, some of the previous bloggers should make an effort to obtain facts prior to commenting. I have known the Carey family for many years and Cris Carey is an engineer with two masters degrees. He has 28 years of management experience, currently employed as a manager in Global Network Planning. He is extemely dedicated to his community and is the right choice to be our legislator.
As an aside, it is possible to get your message out without being negative.

In response to the comment that a Verizon repairman is not capable - that was NOT said. It is great that Christoper Carey is smart and there is nothing wrong with being a Verizon rempairman. My comments stand that he has not stated what his business experience is to handle the Legislative position. He just keeps saying he is a businessman. Well this county is $50 - $80 million in debt. There needs to be some creative thinking without cutting services to resolve this issue. Being in managment for other companies gives you little experience to do this, unless you are the CFO. I have been to debates and watched Christoper Carey in video debates. He reads from his notes. He does NOT appear to have knowledge on what to say and do without notes to read from. Not just glancing at the notes for a point, he reads them. So once again while there is nothing wrong with being a Verizon repairman, even in management, plus two masters degrees, WHAT IS HIS EXPERIENCE AND QUALIFICATIONS TO HANDLE THE SITUATION AS IT STANDS NOW? When he answers that question, then he can be evaluated for the position. Christopher Martone has explained how he is qualified and he does what is needed everyday for clients. That is what I expect from Christopher Carey as well. Don't be evasive and try to mislead. Spell it out.

There are many impressive qualities that make Christopher Martone highly qualified to be the next Rockland County Legislator for District 9. First and foremost is the fact that he is an attorney. Who better to legislate for a better quality of life in our county and to write our laws than someone who has actually studied and understands the law?! While it is not necessary to be a lawyer to be a legislator, and we have many fine legislators who are not, the ones who are bring a different set of experiences to the table, which is invaluable. In addition, Christopher Martone actually IS a businessman. He owns and runs his own small business. He does not manage based on what upper management tells him. He balances budgets every day and will work to do the same for the county. Just as he advocates for his clients, he will advocate for the residents of Rockland, by being accessible. He is the only candidate who has promised to open the legislature to the people, via weekend forums, so that residents can discuss issues of concern at a time that is more convenient for them. Christopher Martone is also in it for the long haul, as he is raising his young family in Clarkstown, where he was raised. Chris Martone is dedicated to fixing a county in a serious fiscal dilemma. To show how dedicated he is, he was even out today going door to door to spread his message to voters in the snow! Now that's dedication! I'm impressed!!!

As a democrat I am once again apalled by the need to use mudsllinging to generate votes. I have seen both Cris Carey and Christopher Martone in action. Christopher Martone must be concerned that his platform is not strong enough because he feels the need to make false accusations against his opponent. If he was secure enough in his promises, he would not have to resort to tearing down Cris Carey. Let's just stick to the issues and vote for the candidate who will do the most good for the county. In my opinion it is Cris Carey.

Gloria, bottom line the Third Party Lines need to be eliminated some are more corrupt then others. Cris Carey should of not accepted this questable line as a candidate if he wants to prove he is a a honorable person. I would not call that "mudsllinging" but just the plain old truth! the news is hard to bare when it comes down to the Independence Party in Rockland. If he wants to prove he is a an actual INDEPENDENT THINKER this party is not the one to join. The Independence Party is a pure disgrace to politics and it disgusts me to know that its all being puppetered by Frank Sparaco! In previous years with the Independence Party $1000 was accepted because of various costs with advertising and candidates where accepted on merit. I did not see one mailer this entire campaign season from the Independence party endorsing Carey. But he spent $1000 for what? To get the line. Where is his name on the Independence Party Website? Doesn’t look like they used the $1000 per candidate to maintain the site. Where is all the money going?
