School Tax 2013

Last tax season I noticed an increase in Property & School Taxes (what else is new) so i called the Tax assessor and she explained that since the Nanuet Mall is now closed for renovations the store owners are not paying their share of Taxes.
OK, understood. Today I get my bill for this year and its up again. So, I call asking since the new Mall will open this October 2013 why is the Tax Bill still rising. Honestly, I did not get a straight answer. Does any one out there know the real reason? I don't get it?
