Snowy cars and trucks

With the weather being as snowy as it has been, with possible more to come, I've been noticing more and more cars and trucks driving the on the highways (I-87 & I-287) lately. I commute into Port Chester daily.
I know that NJ has enacted a law that requires motorists to remove all snow from their vehicles.

Snow and ice blowing off other cars is dangerous to all of us, and this doesn't include those who drive who only clear smallest amount of snow from their vehicles to enable them to "sort of" see where they are going.
I highly believe that the NY Stat powers that be, enact legislation that mandates ice and snow removal from vehicles. This 'new" law should not only include just the state roads, but local roads too.
It's time for the NY Government to act on this and save some of us from injury resulting from these snow related accidents. I believe that severe penalties would possibly mitigate most of this dangerous action.
